Provided that the, candidates registered for the Ph.D. degree prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances / Byelaws / Regulations of the Institution awarding the degree, and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges / Institutions subject to the fulfillment of the following conditions:- 
a) The Ph.D. degree of the candidate has been awarded in the regular mode 
b) The Ph.D. thesis has been evaluated by at least two external examiners; 
c) Open Ph.D. viva voce of the candidate has been conducted; 
d) The candidate has published two research papers from his/her Ph.D. work out of which at least one is in a refereed journal; 
e) The candidate has presented at least two papers based on his/her Ph.D work in conferences/seminars sponsored/ funded/supported by the UGC/ICSSR/CSIR or any similar agency.

Machine-Readable Catalogue

  MARC (Machine-Readable Cataloging)

Henriette  Avram developed MARC in 1960. To create records read by computers and share among libraries MARC format consist bibliographic information in machine-readable form and its related documents MARC format format use for bibliographic material such as Books, maps, music, visual scripts, serials etc.

  • The record structure of MARC in implementation of ISO 2709 also known as ANSI/NISO Z39.2

         MARC composed 3 elements –

(i)Record Structure: Record structure implement national and international slandered.

Ex. ISO 2709, Z39.2

(ii) Content Designation: Contend designation is the codes and conventions established to identify explicitly and cauterized data elements within a record and support there manipulation.

(iii) Content of Data element: Content of data element in MARC format is defined by standards outside the formats such as AACR-2 Library of congress Subject Heading (LCSH) AND Medical Subject Heading (MeSH).

Note:  MARC-I format was introduced in 1966, MARC-I format used in AACR-1 which is introduced in 1967.


MARC-II :  MARC-II format include three structures one is Leader second is Record Directory and third one is Variable Field.

  • Leader provides information about ensuring records such as the total length of the record the type of the record code or the bibliographic level each MARC record contain a leader as the first 24 characters.

  • Record directory shows that variable fields are in the record and their location in the records, there is a 12 character record directory for each variable field. The existence of a record directory allows one to have variable field.

Record directory also helps in the retrieval of select fields from the record.

Note: MARC-II format was introduced in 1968 by the library of congress, MARC-II format used in AACR-II which is introduced in 1978.

MARC21: MARC21 was introduced in 1999 by USMARC and CAN/MARC (Canadian MARC) , it is based on ISO-2709 it has 24 character.

  • MARC21 is a standard formation of computerized cataloging in machine-readable form

  • MARC format consists of five specific formats are Bibliographic format, Authority format, Holding format, Community information format, Classification data format.


UNIMARC: UNIMARC (Universal Machine-readable catalog) introduced in 1977 by IFLA (International Federation of Library Association).

  • UNIMARC primary use of international exchange of bibliographic data in machine-readable form
